The Cyberspace Administration of China’s proposed regulations will require AI chatbots, including ChatGPT, to endorse the Communist Party’s “core values” and adhere to current censorship laws. Developers must safeguard intellectual property, uphold honesty, register their AI algorithms with the government, and prevent dissemination of information undermining “state power” or national unity.
While developers like OpenAI have imposed restrictions on ChatGPT to limit discussions on certain topics, China’s proposed regulations are notably more stringent.
While nations globally grapple with regulating the ascent of AI systems, China’s robust approach stands out. The European Union has presented the Artificial Intelligence Act outlining regulations, but American legislators have yet to propose significant laws.
Meanwhile, some AI experts have called for a temporary pause in development to establish safety protocols and best practices for AI progress. Earlier this year, billionaire Elon Musk was among several tech leaders who endorsed a public letter supporting this initiative.
Yet, alternate AI experts argue that halting development in the West would only empower Chinese competitors to match or potentially surpass Western corporations.
